Kirkcaldy project water given the green light

Vulcan County council awarded Wednesday, April 5 the tender for the construction of the Kirkcaldy water project.

County council gave tender to Fusion Pipe Solutions for $196,669, with the funds to be drawn from capital reserves. The Calgary-based company had the lowest bid of the 13 submissions received.

Engineers had estimated the construction cost to be between $275,400 and $303,400.

“Once again, I think the timing of this project was to our benefit,” said Nels Petersen, the County’s administrator, adding the project came in considerably under budget.

County council also gave the green light to having MPE Engineering complete the Alberta Environment and Parks application and registration for the Kirkcaldy water system for the quoted price of $3,360, and to pay $5,280 for the engineering costs that came in over budget.

“Despite these two additional costs, the County contribution to the project is $14,979.30 under our lowest expected contribution,” wrote Petersen in a report.

All funds for the project are being drawn from capital reserves.

The County is contributing 30 per cent of the cost - $59,000.70 – and applying a special levy tax to properties to recoup the rest of the cost - $137,668.30.

Through the project, Kirkcaldy properties will receive curbside delivery of water from the regional water line that runs from Vulcan to Carmangay.

A total of 14 properties will be hooked up, with the cost per hookup being $9,833.45. That cost is spread over 25 years – residents will repay $393.34 per year.

In the tender document, the County lists the completion date as Aug. 31.
